HR software for France

Capstan is all-in-one HR software for France, a SIRH written in English for a French team. It is a complete core HRIS, free for up to twenty active people, with all fourteen modules on every plan, and it is built for the way France already runs people operations: the record and the lifecycle in one system, and the payroll with your expert-comptable.

Prices are adjusted by country and live on the pricing page alone. Outside India you are billed in US dollars; the figure is one link away and appears nowhere else on the site.

Is Capstan HR software for France? Yes.

Capstan works for a French company from the first hire. It is a SIRH in English, an HRMS and HRIS in one: a single directory for your people and contractors, records and documents, employee self-service, onboarding, leave, attendance and reporting, with a French public-holiday set an administrator can import for the year in one click and then edit.

  • Free for teams of up to twenty active people, with no time limit, so a first French hire and the next nineteen cost nothing.
  • An all-in-one SIRH rather than a core with paid add-ons: the full product from day one, on the free plan included.
  • Payroll stays with your expert-comptable. Capstan holds no cotisations sociales or income-tax tables, produces no bulletin de paie, and files nothing with any authority.

The structure of a French hire, the cotisations, the bulletin de paie, the DSN and the employee-data rules, is set out in the guide to hiring employees in France.

A SIRH that fits the expert-comptable model

Capstan does not run your payroll, and in France that is a fit rather than a gap. French payroll commonly runs through an expert-comptable or an external gestionnaire de paie, and Capstan is built for exactly that handoff: it prepares the inputs and hands them over, then takes the computed results back onto the record.

  • Capstan compiles pay structure, leave, attendance, overtime and changes into a documented export for your expert-comptable, then files the computed results back onto the employee record.
  • It holds no cotisations sociales or income-tax tables, produces no bulletin de paie, and files no DSN with URSSAF or any authority. The computation and the filing are your expert-comptable's, by design.
  • Because the administration checks the consistency between the payslips and the DSN first, and the employer carries the liability even when a third party files, a clean single source record for contract terms and changes is worth having.

Why payroll belongs with a partner rather than inside the HR software is set out in this piece.

Where does your data live? In the EU.

Capstan runs from one self-contained region today, and that region is in the EU, with data resident in Frankfurt and compute in Amsterdam. France is served from there rather than from a separate local deployment, so the residency line is EU. We say where the data sits rather than hand you a compliance badge.

  • Data and object storage in Frankfurt, compute in Amsterdam, both inside the EU, with no runtime path for your data to leave the region.
  • Every sub-processor is listed and scoped to the region, and the data processing agreement is public, so you can review it before you commit.
  • The entity behind Capstan holds ISO/IEC 27001:2022, and there is no SOC 2 report. If a certification you need is one Capstan does not hold, you should know that before you commit, not after.

How the region is built is on the security page, the deeper EU residency answer is on the data-residency page, and how employee data sits under the GDPR is in the GDPR and employee data guide.

What do you get on every plan?

Every plan, the free one included, carries the whole platform. There is no core-only tier and no module held back for a paid plan, so an all-in-one SIRH here means the full product for a French team, not a stripped sample of it.

  • The complete core HRIS: one directory for every employee and contractor, with records, documents, self-service and reporting.
  • All fourteen modules, from onboarding and leave to attendance, workflows and alumni access, with nothing sold module by module.
  • The same feature set on the free plan and on a paid plan. A paid plan lifts one thing, the twenty-active-employee cap, and changes nothing about the software.
  • A French public-holiday set an administrator can import for the year in one click and then edit, on a calendar that carries its own working week.
  • The product in English: the interface is English only, so a French team and anyone managing it from abroad read the same screens. There is no French-language version today, which is worth knowing before you commit.

What the platform covers is on the product page, and how it is built rather than priced against the tools you are probably weighing is on the comparison pages.

Where is the price, and how is it billed?

The price lives on the pricing page, and only there, because it is adjusted by country and belongs in one honest place. It is billed monthly, in arrears, per chargeable seat above the first twenty free, with no annual contract, no prepaid term and no lock-in.

  • One per-seat figure above the first twenty active people, billed monthly for the seats you actually use.
  • Outside India the currency is US dollars; the one you are billed in follows your billing country.
  • No minimum term, no renewal to sign, and downgrading to Free keeps all fourteen modules intact.

Start free for up to twenty people, with your data in the EU from the first hire.
